The Cabinet Office has issued Action Note PPN 01/23 which increases the threshold above which contracts must be published on Contract Finder (not to be confused with the Find a Tender thresholds, which are unchanged from those last updated in January 2022).
The Public Contracts (Amendment) Regulations 2022 came into effect on 21st December 2022 and these make two changes to the Below Threshold Scheme, which sets the threshold for contracts to be published on Contracts Finder.
The changes affect central government authorities, where the threshold has been increased from £10,000 to £12,000.
They affect sub-central authorities (which include local authorities and housing associations, amongst many other categories), where the threshold has increased from £25,000 to £30,000.
And, they affect NHS Foundation Trusts and these now have the same threshold as sub-central authorities.
These figures include VAT and they are contract values (not annual expenditure values).

A quick summary of the requirements for local authorities and housing associations:
For any contract below £30,000 there is no need to advertise the contract opportunity on Contract Finder or Find a Tender.
For Public Services, and Public Supplies between £30,000 and £213,477 the contract opportunity has to be advertised on Contracts Finder.
For Public Services, and Public Supplies over £213,477 the contract opportunity has to be advertised on Contracts Finder and Find a Tender.
For Public Works contracts between £30,000 and £5,336,937 the contract opportunity has to be advertised on Contracts Finder.
For Public Works over £5,336,937 the contract opportunity has to be advertised on Contracts Finder and Find a Tender.
